The City of Wilmington offers all FULL TIME employees the following benefits:

The Medical, Vision and Dental Plan coverage is based on a 3-Tier plan:
- Employee only
- Employee + one – self & spouse; self & domestic partner or self & child
- Family – self, spouse, child(ren); self, domestic partner, child(ren) or self and children
Spousal Coordination of Benefits – Effective July 1, 2024
The following will be affected by Spousal Coordination effective 7/1/2024 Non-Union, Local 1102, Local 1590, Police Rank & File (FOPR) and Police Inspectors and Captains (FOPC)
Effective July 1st, 2024, the City of Wilmington will no longer provide health coverage for covered spouses who are eligible for subsidized medical coverage through their employers to continue to stabilize healthcare costs and mitigate future risk.
In addition, Domestic Partnership benefits pursuant to Human Resources Policy 403.1 will be discontinued effective July 1, 2024.

Medical, dental and vision insurance is offered to employees and their eligible dependents. Eligible dependents include:
- Spouse (includes Civil Union)
- Domestic Partner
- Biological Children
- Stepchildren
- Adopted Children
- Children under a court appointed custody agreement
- Children that are under your guardianship
Please contact the Benefits Division via the Benefits email (benefits@wilmingtonde.gov) if you are:
- Adding a dependent(s)
- Deleting a dependent(s)
- Adding a domestic partner relationship
- Waiving benefits

New Employees
For new hires, deadlines may vary when you become eligible for the benefit plans to either elect or waive coverage. You will have an orientation meeting with Human Resources to review all of your benefit options, timing and deadlines.

Qualified Life Event
Certain life events provide you a 30-day window to elect benefits or change your covered dependents.
What is a Qualified Life Event? If you experience any of the scenarios below, you may be eligible to update your benefit elections mid-year:
- Marriage, divorce, or legal separation
- Birth or adoption of a child
- Commencement or termination of adoption proceedings
- Change in child’s dependent status
- Death of a dependent
- Loss or gain of other health coverage for you and/or dependents
- Change in employment status
- Change in Medicaid/Medicare eligibility for you or a dependent
- Receipt of a Qualified Medical Child Support Order
Remember, dependent verification will be required.
