The City of Wilmington offers a comprehensive benefits package to all full-time employees. Available benefits include:

Spousal Coordination of Benefits – Effective July 1, 2024
Effective July 1, 2024, the City of Wilmington will no longer provide medical coverage to spouses who are eligible for subsidized medical coverage through their own employers. This change applies to the following groups:
- Non-Union
- Local 1102
- Local 1590
- Police Rank & File (FOPR)
- Police Inspectors & Captains (FOPC)
Additionally, Domestic Partnership benefits (as defined in HR Policy 403.1) will be discontinued effective July 1, 2024.

New Employees
For new hires, deadlines may vary when you become eligible for the benefit plans to either elect or waive coverage. You will have an orientation meeting with Human Resources to review all of your benefit options, timing and deadlines.
Evaluate Your Needs. Consider your prior health care usage and select plans and options that fit your lifestyle and needs.
- Take regular prescription medications?
- Anticipating surgery or non-preventive dental care?
- Did you experience a qualifying life event this year?
- Review your current plans to ensure you have the coverage you need.

Qualified Life Event
If you experience a Qualified Life Event, you may be eligible to make changes to your benefit elections outside of the annual open enrollment period. Qualifying events include:
- Marriage, divorce, or legal separation
- Birth or adoption of a child
- Commencement or termination of adoption proceedings
- Change in a child’s dependent status
- Death of a dependent
- Loss or gain of other health coverage for you and/or dependents
- Change in employment status
- Change in Medicaid/Medicare eligibility for you or a dependent
- Receipt of a Qualified Medical Child Support Order (QMCSO)
Note: Verification documents will be required when making changes due to a qualifying event.
